Summit County seeks dismissal of Spoil to Soil suit over permit

In a motion filed May 20 in Third District Court, the county says Spoil to Soil and the property owners have not exhausted administrative remedies and Utah law does not recognize a vested property right in a conditional use permit, among other grounds.
