The mother of Stephanie Minter, the 41-year-old mother who was brutally stabbed to death at a bus stop allegedly by an illegal alien with more than 30 prior arrests, said her daughter's murder was caused by a "preventable failure" by Fairfax County, Virginia, Commonwealth’s Attorney, Steve Descano.
