A 2026 bill by State Rep. Mike Kohler would require reporting the use of force in self-defense cases to law enforcement. Wasatch County Sheriff Jared Rigby said such a bill would have changed the outcome of the investigation into the road rage case that left Patrick Hayes dead in September 2024.
