Editorial: Legislators should share accountability for whether their legislation works — not just for passing it

A new program evaluating the effectiveness of legislation shows promise and signals a good step forward for accountability and oversight, the editorial board writes. But for this to amount to anything, legislators must be willing to turn such scrutiny on their most controversial and consequential bills.
