Oregon man accused of $200K pandemic loan fraud after his Eugene bar had been shut down over fights, druggings

Federal prosecutors say Ramzy Peter Hattar applied for Small Business Administration funds for Taylor’s Bar & Grill after the business had permanently closed and lost its liquor license.
