DR Congo's Tshisekedi calls for national dialogue excluding M23 rebels

In the Democratic Republic of Congo, President Félix Tshisekedi calls for a national dialogue to ease tensions, while excluding M23 rebels from taking part, as the government plans to suspend 11 public universities in rebel-controlled areas.
