Authorities in Colombia continue to struggle to meet the needs of the tens of thousands estimated to have been injured, displaced, or otherwise affected by the devastating 7.4-magnitude earthquake this week, telling local media on Thursday that hospitals near the epicenter are totally overwhelmed and city streets are in a state of "total chaos.
