Top commander of elite L.A. County sheriff's unit leaves job amid dishonesty probe

An internal memo reviewed by The Times said Cmdr. Oscar Barragan, who oversaw the special enforcement bureau at the L.A. County Sheriff's Department, was recommended for discharge after violating policies on dishonesty.
