Interstate 15 reopens in Blackfoot but authorities urge motorists to use extreme caution after gridlock contributes to another big crash

Interstate 15 through Blackfoot reopened early Saturday morning, ending a more than 24-hour closure that brought the freeway to a near standstill and contributed to a second major crash between two semis.
