Heber City finally adopts long-debated communications policy

The protracted discussion over four public meetings bred debate around censorship and political versus professional speech, created opposition from the Wasatch County GOP and reignited tensions between Heber City Mayor Heidi Franco and her opponent in the 2025 mayoral election, former City Councilor Scott Phillips, who first brought the item to the table in the weeks following Franco’s re-election.
