Heber City Council raises bypass questions, concerns ahead of comment forum

UDOT previously estimated that the project would cost $590.4 million if the bypass kept traffic on U.S. 40 between Potters Lane and 900 North, or $583.9 million if it cut through the North Fields instead. When UDOT published the draft environmental impact statement on Jan. 7, those numbers had ballooned to $711.9 million and $760.5 million, respectively.
